A regular clean wipes surfaces and mops floors. A deep clean gets into the places nobody touches week to week: inside the oven, behind the fridge, the grout lines, the tops of cabinets, the tracks of sliding doors. Dubai dust gets into everything, so even a flat you clean often will have a layer built up in those spots.

Prices depend on how long it's been since the last deep clean, how many bathrooms you have and whether the place is furnished.
Kitchen cabinets inside and out, oven and hob, fridge, bathroom tiles and fittings, balcony floor, windows you can reach from inside, skirting boards, and all floors. If a quote doesn't list these, ask. Some companies charge extra for the oven or the balcony and mention it only at the end.
Carpet or sofa shampooing, mattress cleaning, exterior glass on higher floors and post-construction cleaning are normally priced separately. Post-construction in particular is a different job. It involves fine cement dust and paint splashes and takes much longer.
Before moving in, before moving out, after renovation work, and once or twice a year if you live there. If you're handing back a rental, a deep clean is cheap insurance for your deposit.
Put valuables away. Tell the cleaners about any surface that scratches easily. Be home for the first half hour if you can, so you can point out the problem areas. It saves a lot of "I didn't know you wanted that done" later.
